Three qualities distinguish Jim Meyer's public utilities and regulatory practice: his knowledge of public utility law, his understanding of the regulatory process, and his longstanding relationships with key staff at New Jersey's regulatory agencies. "Because we have those three areas covered, we can develop creative strategic plans for our clients to accomplish their goals," he says.
Jim focuses primarily on energy, telecommunications, and other public utility and regulatory matters. Much of his energy work centers on representing investor-owned electric utilities to obtain approval of their programs and investments while ensuring that they can charge rates that allow them to cover all their costs and earn a reasonable return. Jim is also experienced with energy efficiency and renewable energy (e.g., solar) programs and projects, and transactional matters, including power purchase agreements. His clients include Rockland Electric Company, a Consolidated Edison subsidiary, and Consolidated Edison Energy, Inc.
On the telecommunications side, Jim focuses on representing competitive carriers concerning regulatory impacts from federal and state laws that are designed to introduce more competition into the market. In addition, he assists emerging telecommunications companies with local authorizations, mergers and other financial transactions. His clients include Sprint and other certified local exchange carriers.
Jim is a former chair of the New Jersey State Bar Association's Public Utility Law Section, where he now sits on the Board of Consultors and serves as Legislative Coordinator. He has organized conferences and delivered presentations on public utility law, energy law and the administrative process. For example, in April 2011, Jim gave a presentation on the New Jersey regulatory scheme governing renewables while moderating a panel addressing solar, offshore wind, and other renewable energy issues. In April, 2009, Jim moderated a panel on the roadmap to energy efficiency under the New Jersey Energy Master Plan. He has been counted among the top energy lawyers in New Jersey by Best Lawyers in America®, a peer review of US Lawyers. In 2012, Jim was named Energy "Lawyer of the Year," a recognition given annually to a single Energy attorney in the Newark region.
